The Council of Heads of States-founders of IFAS is the highest body of States-Founders and includes the Heads of State of Central Asia.
The meeting of the Heads of State is held at least once every 3 years.
The Council of Heads of States-founders develops and recommends a policy to bring the production forces of the region in line with its natural resource potential, recommends for approval interstate legal and regulatory acts, principles of management, use and protection of water resources common to all states of the region, regulates interstate relations in the field of water management and environmental protection.
The Council of Heads of States-founders also appoints the President of IFAS for a certain period, decides on the liquidation, reorganization or transfer of the Executive Committee of IFAS to another state. By the decision of the Council of Heads of States-founders, the activities of IFAS may be terminated.
