Mission of EC IFAS

The IFAS Executive Committee is a permanent body of the Fund and is created by a decision of the IFAS President and is located on a rotation basis in the country presiding over the IFAS.

Two representatives from each founding state are appointed to the IFAS Executive Committee.

The management of the Executive Committee is carried out by the Chairman,
who is appointed by the President of the Foundation in agreement with the Heads of the founding states of the Foundation.

Since January 2024, the Chairman of EC IFAS is Ambassador Extraordinary and Plenipotentiary Orazbai Askhat Tutkhishbaevich, a citizen of the Republic of Kazakhstan.

The regulations on the IFAS Executive Committee are approved by the decision of the President of the Fund.
The main tasks of the IFAS Executive Committee are:

  • ensuring the practical implementation of decisions of the Council of Heads of Founding States, the President and the Board of IFAS on the problems of the Aral Sea basin;
  • implementation of programs and projects aimed at solving problems in the Aral Sea basin;
    coordination of the activities of the branches of the Executive Committee,
    special agencies and funds for assistance in improving the socio-ecological situation in the Aral Sea basin, located in the territories of the states of the founders of the Fund;
  • promoting the work of the Interstate Coordination Water Commission (ICWC) and the Interstate Commission for Sustainable Development (ICSD);
  • expanding interaction with international organizations, donor countries, environmental and other funds to enhance activities on environmental protection issues and rehabilitation of environmentally unfavorable areas.
